Adds the rule from the recipe-platform workflow change (recipe-platform#24) to this repo's git workflow:

  • Never commit without pushing. Every commit on a feature branch is pushed right away.
  • Draft PRs use the WIP: title prefix. Forgejo treats that as a draft and blocks merging. /plan-feature opens such a draft at planning time, and the implementation removes the prefix to mark the PR ready.
  • The build, test and lint check moves from "before pushing" to "before opening the PR or marking it ready", because pushing now happens with every commit.

Documentation only: no code changes, so no build or test run.
